I am not in favor of damaging announcements that benefit the general population, but this is an exception.
1. Who wanted to make this announcement / signal like quinceanera invitation?
2. What authority can inspire respect or a sign like that?
The basic rules of typography and design of signs were ignored by the romantic author of that sign. There is a difference between using letters and latrines, the result is in sight.
